DRAAC.Com is a nice free service. It has not been updated very often but a nice site regardless!
The Test Bed is excellent when you are uncertain of your html or javascript and just want a way of testing them online before posting.
The site also has a nice complete 13 section course on all the aspects of HTML from basics through some more advanced techniques.
It has some resources for other services as well. The nice thing, again, is it is all free, no registration, no upsells, and no spam!

Whenever I do modifications to a script I was provided I will quite often go to this site and test it. A banner script for an affiliate site where I edited the links and or text gets tested here before I insert it into a web page.
